Going through the list of Fortunes, most are very vague as to their status in this era. The Sun & Moon, the Dragons, the Seven Fortunes, the unnamed fortunes, the Guardians of the Four Winds and Emma-O are the only ones that seem to clearly exist at this point. Many of the others could, though. Some like Mount Sengen and the Willow-Healing kami would depend on the local tribes.

Doji didn't really have much to say about religion in canon! It was mostly Shiba and Shinsei (with some Hantei and Togashi, IIRC.)

Doji is more about making us pretty and well-behaved in secular life.

I suppose temple architecture does fall partly into her purview, but in canon, at least, that's about it.

Don't think Doji gives a fig about religion as long as it is done properly. Now religious art and symbolism sure, but considering religion is kind of baked into everything Rokugan including the social structure. Controlling the social norms and cues seems a stronger hand than playing monk and cleansing some temples.
