As I learned in Dawn 1, Inari was elevated into Fortunehood later on.

"Inari was a rice farmer who caught a fox in a trap, but released it when the fox promised to provide a good wife. The wife was the Kitsune in her human form. When the son of Hantei II grew ill near Inari's home, the Kitsune cured his illness. After his death, Hantei elevated Inari to a Fortune status. "

Inari was also the name of an Ayakashi PC in the previous game, hence why I keep thinking he just used all his goals to become a Fortune or something.

Other than the Seven Fortunes, I think only the three unnamed fortunes would exist?

Would the Sun and Moon count as fortunes as well? Also, there are fortunes of other cultures that exist but aren't part of the Rokugani culture, like the Shi-Tien Yen-Wang. And what of Suitengu or the fortunes of the Winds?

At this point I wouldn't think there'd be any fixed cosmology (at least on a PC level) other than the existence of the kami. The GMs might have in mind what fortunes are or are not in canon existence now but for those who worship the thousand fortunes they likely have stand-ins for 'canon' Rokugani fortunes even if they don't actually exist yet since they're the spiritual embodiment of natural forces.

What fortunes you believe in, if any, how you worship, etc would likely still all be based on what tribal traditions you were raised with. Though I guess there must be some 'born again' style Kami worshippers who take only what the kami say as law.

Well, the 7 are fixed cosmology at the very least. They were worshiped by the Isawa before the Kami. And the Unnamed exist well before the Kami before canon as well. I also doubt the Ujik-hai worshipped the Shi-Tien Yen-Wang for only 200 years before the Ki-Rin came along. Seems pretty deeply rooted in their cultural identity. But any of the fortunes that weren't elevated after the the Empire was created likely exist in some form that just isn't super defined.

Sun and Moon are above the Fortunes in the Celestial Order. (Like Emperor and Empress above clan samurai)

Shi-Tien Yen-Wang had to be adopted into the Rokugani Celestial Order, iirc.

Most of the people dwelling in what became Rokugan worshipped the Fortunes well before the Kami fell, although this worship was crude and unorganized compared to what it became later.

Prior to the Fall of the Kami, most human tribes worshipped one or two of the Fortunes, and only the Tribe of Isawa venerated all of the Fortunes equally.
