Honestly, one of the many things in the official canon that always struck me as odd was how long it took for Minor Clans to become a thing. Like... they're perfect for Imperial meddling. Stick a Minor clan as a buffr zone between Great Clans to delay and confuse. Create a minor clan as an irritant to keep a Great Clan focused...

Which wasn't really a case in the Dawn of the Empire since the Clans seemed to have been much more united then.
EDIT: Also, Imperial families took a while to develop into the conniving arses they would eventually become.

Gah. I love the setting, I love the story, but MAN does the canon timeline not bear a lot of close scrutiny...
And in this setting, i can see Shiba doing Minor Clans as a way of splitting the difference- his more aggressive sibligns get people to admit that they're clans in the Empire, the people int he Minro Clans get to not feel like they're being whipped into discarding everything they are.
