Since the Imperial Consort is blind, can we assume the Imperial Families have evolved to be more blind-friendly as a default? For example with texts being written on deep engraved wood plank (so they can be read by touch alone), or even available in proto-Braille?

Deep engraved for right now, though proto-braille will likely become a thing before next game. Imperial architecture also features a lot of ramps instead of stairs and other accessibility features - which means other Clans will undoubtedly adopt the trend and turn it into tradition.

You can used Medicine (Herbalism)/Intelligence TN 25 plus Hunting (Survival)/Perception TN 20 to build one from scratch. That represents gathering both the medicinal herbs and finding or making the other components.

I'm going to say yes, though information distribution will be spotty at the last minute. And exchange rates are likely to be high after the... creative convincing methods many of the expedition have used on the locals.
