Shinjo recognized during her travels that, as much as she was inclined to compassion and letting people make their own decisions, having people strongly opposing the very existence of the Empire and rule of the Kami within its borders is an invitation to potential war and suffering. She also believes that incorporating more of the tribes ideas into the Clans could be helpful to the burgeoning country. Shiba acknowledges her words and the potential threat and looks to his siblings for suggestions about what to do.

If Nanzi had talked less like he favored Akodo's plan, he might have found that Sora... agrees with Doji.

Well, Sora's view is more Togashi/Doji hybrid, but... yeah. The tribes cannot go on as they are, no matter how nice the Empire tries to play. Phi's view on the Hikaru is a perfect example: The remnants who held out from joining Koyama and going into the Ki-Rin? They really have no future if they go on as they are.

Sora's player voted Togashi, on the other hand, because I like having these weird little tribes still popping up in the young empire- plus, when the war comes, and some of them fall to corruption and have to be stomped on...

I can appreciate that. I've occasionally voted for results my character and even I as a player would personally hate, not because I want them to happen, but because I consider the story itself and its fallout to be more interesting.

Not today, mind you. But I can definitely appreciate the sentiment.
