Crab Territory Expansion & Courtiers- End Game Goals

As per one of Xia's goals, soon after the expedition returns to Rokugan the Crab Clan moves to secure the Nezumi Empire's northern provinces and begins establishing human strongholds in the region. The pragmatic Rokugani know the Nezumi are suffering severe ratpower and ratinfrastructure shortages so now seems a good time to move in.

What this means for the future of Nezumi-Empire relations is uncertain.

Unrelated to the above, a new Crab Courtier school is soon to be founded by Xia (thank you to those who donated to this cause). The Xia chroniclers aim to be a bridge between their own increasingly insular people and the rest of Rokugan, and even beyond. The school's mechanics are currently written up but I'll continue fine-tuning it for a few more days before editing it in below.

The Xia Chronicler School

Benefit: +1 Intelligence
Skills: Courtier, Etiquette (Courtesy), Lore: History, Heavy Weapons, Meditation, Sincerity, Medicine.
Honor: 6.5
Outfit: Sensible Clothing, Wakizashi, Calligraphy Set, Traveling Pack, 5 koku, One Heavy Weapon

Xia’s followers are an important link from the increasingly insular Crab Clan to the rest of Rokugan. With strong connections in the Imperial City and other centres of learning it is the Chroniclers who speak for Hida’s people in the courts and who lead projects focused on knowledge and and understanding.

Members of this school are renowned for using their head rather than the nearest blunt instrument to solve problems. Although they retain some of their founder’s awkwardness in social encounters a clever Chronicler more than makes up for it with keen insights.

Techniques

Rank 1: Clever Solution
A number of times per day equal to 2+their insight rank, a Xia Chronicler may use Intelligence as their Skill Trait when making a social roll. Xia chronicles also gain +1k0 on all Intelligence based rolls.

Rank 2: Do Little Harm

Xia was a skilled healer and her school reflects that. Chroniclers gain a free raise on medicine rolls to heal wounds and cure disease or poison. However, while the Xia are trained for diplomacy, unlike other courtiers they do not wholly neglect the ways of the warrior. In a skirmish, you add your Intelligence Trait Rank to your Armor TN.

Rank 3: Brilliant Solution
Increase the bonus from the Chronicler’s Rank 1 to +2k0 to intelligence based rolls. Your IR 1 technique may now be used for all non-bugei skill rolls instead of just social skill rolls.

Rank 4: Near Total Recall
At this level the Chronicler is entrusted with the true history of the empire as detailed by Chroniclers stretching all the way back to Xia herself. The character gains the Forbidden Lore: True History of the Empire advantage for free. This secret insight is extremely useful to a cunning Chronicler, you gain +1k0 on all rolls targeting Samurai, Nezumi, Ogres, Trolls and Kitsu of higher status or equivalently higher status.

Rank 5: Chronicler Has An Outstanding Solution
Treat the Xia Chronicler’s intelligence trait as one higher for all purposes. The Clever Solution tech may now be used four times per day + insight rank.

Ok so Na'na-zi started off as a joke but now my brain looks at motivation for their trying to become a true and best samurai so they can duel those who have stolen their lands to reclaim them both in the eyes of the Nezumi and the Empire....

Seriously, motion seconded. That has the virtue of being utterly hilarious... but also kind of sad in a tragic way.

Juicy conflict indeed.

"So, the Emperor said maybe we should cooperate with the Nezumi..."
"Come on, they are vulnerable right now, no way we won't use that opportunity. If Shiba's boys aren't happy, they can come and try to stop us."

This is going to be quite the diplomatic conundrum.

Also a test of Shiba's ability to actually rule, which, let's face it, has never been the character's forte. The guy is most famous in canon for kneeling.

Scorpion are friends, not food. And we weren't able to get the Yasuki quite yet, poor things.

Gotta have at least one or two ongoing conflicts for it to be a proper Rokugan.

Got to get some juice. Besides, Shiba has never known a Nezumi's whip nor experienced the fear of an 8 foot tall ratman chasing you out of hearth and home.

I personally would have gone for the Twilight Mountains, as they're likely unaligned by any faction presently and a good source of ore (And the shakoki dogu can ultimately be dealt with, without the taint in the land). But that's me. This should prove an interesting storyline ultimately, and the aftershocks will probably make for an unusual aspect of the climate politically in 10-15 years.

The courtier school pleases me. We have few of them.

Making enemies again of the Nezumi when the expedition just made some good impressions is going to be interesting.

I see someone's had at least a few courses in historical critical theory and the like.

From a balance perspective, yes but no.
It is pure focused on one single attribute. However, it takes a pricetag of only doing this a limited number of times per day, and solely for 'replacement' tech. It is precision focused on one thing, but sacrifices "punch" in doing so. the School mechanically does far less than most courtier schools, and its techniques bear it up.

Balance wise, it toes a line but I think it's ok (bear in mind that I'm terrible at school balance. I took an existing school and changed up the skills at creation with Taochusu. I'm not good enough to make my own). I think it probably is fine mechanically, as it depends on the 'one hour workday' of D&D theory where expendable resources are burned and not replaceable, forcing repeated trips back into the dungeon. It's powerful, but it lacks variety which makes its abilities on par with far more varied and higher utility courtier schools like Yasuki, Doji, Kitsuki and Bayushi.

I agree however that it would not be my preferred courtier school personally for that reason. But 'to each their own.'
