The question is more if that works on creatures that don't believe in the Fortunes (it's in GM questions)=

My point of view: Believing doesn't have much to do with it. For example: if an enemy doesn't believe in Bishamon, a player still gets the Increased Damage benefit against the opponent. It shouldn't disable the mechanical advantage. Unless clearly stated.

If I call 3 raises on TN 20/25, I *think* I should be able to pull it off.
