The logic is that impartiality is a good thing when deciding cases between clans. Imperials being in Imperial postings would make some sense. Clan magistrates would still exist of course, and imperial appointments could possibly be given to the properly connected and qualified...

Stag are probably a decent choice. Dawei is a friend. Rats helped Hantei. They get to be neighbors to their buddies the Crane.
